 Information on the new EI Measure for Fairness for the Self Employed Act (Bill C-56) [From: Service Canada - the Government of Canada's one-stop service delivery network.] This Act provides access for self-employed people to all EI special benefits: maternity, parental, sickness and compassionate care. Agreements must be in place for one year before there is any eligibility to benefits. However, as a transitional measure for the first year, Self Employed persons who register on or before April 1, 2010 may be eligible to file for benefits as early as January 1st, 2011. If they register after April 1, 2010, they will have to wait 12 months to access any benefits. The deadline of April 1, 2010 is fast approaching and we would like to increase awareness of this benefit and would request that you forward this email to as many of your membership who would have interest in this information.  Mining the golden years: Canadians want to remain in their homes as they age, and that could mean a motherlode for entrepreneurs 19 February 2010 The Globe and Mail “Aging is the largest growing business in the world,” says Jane Barratt, secretary-general of the Toronto-based International Federation on Ageing. “It's going to happen to all of us.” It's going to happen to a lot of us at once, as baby boomers, those born between 1946 and 1965, start to turn 65, a demographic shift known as the “silver tsunami.” In 2001, there were 3.9 million seniors in this country, according to Statistics Canada. By 2021, that number will swell to 6.7 million. Add to that the fact that we're living longer than ever before, experts say, and what you get is a business opportunity no company can afford to ignore. “The opportunity is huge,” adds Peter Evans, an adviser to information technology companies at Toronto-based MaRS, an organization that helps science, technology and social entrepreneurs start and expand their businesses. A bulk of the business prospects exists around seniors wanting to stay in their homes. A recent survey showed that 70% of Canadians want to age in their own homes, a trend sometimes referred to as “age in place.” The technology product market for “aging in place” – staying at home instead of relocating to an assisted-living facility – in 2008 in the United States was estimated at $2-billion (U.S.).  New Business Info Line Today, we are pleased to announce the launch of the Business Information Line, a collaboration between ServiceOntario and Industry Canada. The new toll-free line will allow businesses in Ontario to contact different government departments and ministries through a single telephone number (1-888-745-8888 or TTY 1-800-268-7095). The new line combines the phone services offered by the Canada-Ontario Business Service Centre (COBSC), as well as the phone services for business that are offered by ServiceOntario and other federal and provincial government organizations. This approach enhances the business information previously available through the COBSC. All incoming calls to the old COBSC phone numbers will be automatically redirected to the new Business Info Line number. Business owners, or those considering starting or growing a business can get information on topics such as financing, managing employees, regulations, tax programs, permits and licences, importing, exporting and more.   HST bill passes, 13% tax starts July 1

 Ontario's harmonized sales tax is a giant leap closer to reality after enabling legislation passed Wednesday morning at Queen's Park. Using their huge majority, Premier Dalton McGuinty's Liberals rammed through the budget bill by a vote of 56-29 despite objections from the opposition Progressive Conservatives and New Democrats. Passage of the legislation means that income tax cuts for most Ontarians can kick in on Jan. 1. It also paves the way for the blending of the eight per cent provincial sales tax with the five per cent federal GST into one 13 per cent HST as of July 1. That business-friendly measure will increase levies on hundreds of goods and services, including home energy costs, gasoline, legal fees, haircuts and tobacco. Finance Minister Dwight Duncan said the tax reforms would create 600,000 new jobs over the next decade. "Ontario must attract new business investment to create jobs and encourage economic growth," said Duncan. "We are modernizing the tax system so that when the global recession ends, Ontario's economy will be more competitive and create jobs for our families and communities," he said. Progressive Conservative Leader Tim Hudak said the move was a "greedy tax grab" and NDP Leader Andrea Horwath said the Liberals are rewarding their Bay Street friends on the backs of Main Street. However, neither Hudak nor Horwath has pledged to repeal the HST if they take power after the 2011 election. Practical Energy, which specializes in the retail of GeoThermal heating and cooling systems, was recognized during the Enterprise Centre's Annual Volunteer Appreciation Drop-In celebrations. The purpose of the SUBY is to bring recognition to new small business owners in Brampton who have prepared thoroughly for their venture. The winner of the SUBY receives $1500 in Gift Certificates from Shoppers World Brampton. "It is wonderful to see the entrepreneurial spirit alive and well in Brampton, " says Elaine Moore, Chair of the Economic Development and Communications Committee.   NEWS Ministry of Economic Development and Trade Ontario Awards Showcase Youth Entrepreneurial Spirit McGuinty Government Helps Students Gain Practical Business Knowledge And Develop Skills NEWS November 7, 2009 Ontario is celebrating youth entrepreneurship and skills development at the annual regional and provincial Secondary School Business Plan Competition Awards Ceremonies held today in each of four provincial regions. Secondary school students from northern, eastern, western and southern Ontario competed in their respective region for the esteemed awards. The students, who individually or as a team prepared and submitted viable business plans, first participated in local competitions hosted by Small Business Enterprise Centres across the province. The regional winners then competed for the top honour of Provincial Champion. Across the province, a total of 1,170 plans were submitted. Tonight’s Central Region ceremony at the Eagles Nest Golf Club honoured the following students:  Sarah Ritchie and Ashley St. John (regional winners and second provincial runners up)  Elyse Simpson (regional first runner up)  Matthew Luchetti and Jason Antony (regional second runners up) The winners receive prizes ranging from $500 for the second runner-up in each region to $1500 for the Provincial Champion.  Ontario Budget lays foundation for stronger economic growth through smart tax reform and investment. Sales tax harmonization will reduce the five billion dollar burden of provincial sales tax that has been hampering businesses in Ontario, and also provide $500 million in relief of administrative costs, which will benefit consumers through price reductions. Other "made-in-Ontario" provisions include: * One-time transitional funding for small businesses to cover the cost of new accounting and point-of-sales systems * One-time transition funding for families with income below $160,000 * A sales tax credit for low and middle income families * Exemptions for provincial portion of harmonized tax: children’s clothing and footwear, all infant and child car seats, diapers, books and feminine hygiene products * A rebate for municipalities, academic institutions, schools, hospitals, charities and non-profit organizations * A rebate on the provincial portion of HST on new homes up to $400,000 of 75% of the provincial tax; and a reduced rebate for homes up to $500,000 The Ontario budget has embraced a number of significant OCC recommendations regarding business competitiveness including: * Eliminating the small business surtax (or ‘clawback’) which has been a barrier to business growth * Reducing the general and manufacturing corporate tax rates to 10% by 2013 * Reducing the small business tax rate by 18% * Pension solvency relief measures which extend solvency payments to ten years * Expansion of the Ontario Innovation Tax Credit * Improvements to the co-operative education and apprenticeship tax credits that will make them more accessible to small and medium sized enterprises

  COBSC is launching a 6-month pilot project to provide a Spanish language telephone service through its Call Centre to reach the increasing Spanish-speaking population in communities in Ontario.

Starting October 1st, 2008, this free Spanish language telephone service will be available during regular operating hours (8:30 a.m. to 6:00 p.m.) to all clients calling the COBSC via our toll free line. There will be a fully trained Information Officer on staff who can answer questions in Spanish on starting and growing a business in Ontario. In preparation for this service, COBSC has already translated 34 of its online documents into Spanish.

COBSC is promoting this initiative to organizations, government departments, agencies, various Spanish centres, Spanish associations and to libraries that cater to Spanish speaking communities.

Ontario small businesses have a new partner in their drive to expand to foreign export markets. Export Market Access, A Global Expansion Program launched by the Ontario Chamber of Commerce (OCC) and funded by the Ontario Government, will help Ontario small and medium sized businesses enter markets that otherwise would have been beyond their reach.

"Export diversification is proven to be an effective strategy in today's global marketplace and leads to higher performing companies, more jobs for our workforce, and stronger economic growth for Ontario," explains Len Crispino, President & CEO of the Ontario Chamber of Commerce. "By providing a hand up to our home grown firms, and reducing the risk just enough for them to bridge the gap, we'll help them go where they haven't gone before."

Export Market Access is a cost sharing program funded by the Ontario Government that will assist Small and Medium-sized Enterprises (SMEs) in Ontario in their efforts to expand into new export markets. In recognition of the abundance of opportunities in markets around the globe, preference will be given to those outside of the United States.

The province is providing better service for Ontario businesses by streamlining and simplifying tax administration. The Ministry of Revenue is launching ONT-TAXES - Ontario's Tax Services, and initiative to make services easier, faster and more convenient for Ontario's businesses.

The first step is the launch of 1-866-ONT-TAXS a single toll-free number that goes live today. Replacing 39 existing toll-free numbers, the new number makes it straightforward for callers to access the help and information they need, when they need it. Through the new interative telephone system, clients will have "one-window" service delivery and convenient access to information, 24 hours a day/7 days a week.

WSIB adopts BBOT policy allowing voluntary registration without penalties

A BBOT policy proposal, approved by The Ontario Chamber of Commerce two years ago, has become policy of The Workplace Safety and Insurance Board (WSIB). Previous to this policy change, employers who were engaged in industries that are covered on a compulsory basis were required to register with the WSIB within 10 days of hiring their first worker. Employers who were not registered with WSIB, but who should have been by law, were subject to significant financial and legal penalties. Voluntary Registration is a new policy for employers who are not registered with the WSIB, but who should be registered. Under the Voluntary Registration policy, employers are encouraged to step forward and register their business with terms that are favourable. From October 29, 2007 until March 31, 2008, there will be a full amnesty for voluntary registrants. Beginning April 1, 2008 and on a continuing basis, all voluntary registrants will receive a partial amnesty, including no penalties, no reconciliation interest on retroactive premiums, or prosecution at the time of registration. However, premiums will be retroactive to the date of first hire or January 1 of the year preceding the date of voluntary registration, whichever is later. The policy is not applicable to employers who have been identified for registration by the WSIB's various enforcement activities prior to their voluntary registration. Is your business ready for the GST/HST Rate Reduction?

The rate for the Goods and Services Tax, as well as the Harmonized Sales Tax in Nova Scotia, New Brunswick, Newfoundland and Labrador, will be dropping by one percentage point effective January 1, 2008.

The reduction, announced by the federal government in October, means business owners will have to revisit many of their processes for sales, billing, purchasing and accounting. Feedback from our members from the previous rate reduction in July 2006 tells us that this is not a difficult task, but it does require some planning and careful implementation.

Working with the Canada Revenue Agency, CFIB has compiled a GST checklist that includes general rules and helpful tips, as well as the telephone number for the CRA’s GST Hotline for business owners.

BizPaL is an innovative project that provides entrepreneurs with simplified access to the permit and licencing information they need to establish and run their business. This unique partnership among federal, provincial, territorial, regional and local governments is designed to cut through the paperwork burden and red tape that small business owners encounter.

"Brampton is one of the first municipalities in Ontario and Canada to join the BizPaL online network and we are thrilled to be part of this innovative network. It reflects the City of Brampton’s commitment to offer local businesses and entrepreneurs innovative tools and resources to help them create and grow a successful and thriving business," said Regional Councillor Elaine Moore, Chair of Brampton's Economic Development Committee.

New On-Line Service Guarantee Means More Time For Business, Less Time On Government Forms

TORONTO – The Ontario government is implementing a two-day money-back guarantee for companies and individuals that apply for a Master Business Licence (MBL) through ServiceOntario, announced Government Services Minister Gerry Phillips today.

“This is the fourth money-back guarantee the McGuinty government has launched since November 2005,” said Phillips. “Businesses have told us that to compete in the global economy, they need our help to spend less time filling out forms and waiting for licences, and we listened.”

"This is a great initiative which will assist us to improve business environment and service delivery thus allowing small business to focus on what they do best - creating jobs and prosperity for the people of Ontario," said Small Business and Entrepreneurship Minister Harinder Takhar.

An MBL allows a company to do business in Ontario. It is also needed to open a business bank account with financial institutions. The licence includes information such as the company’s name, address and identification number. When an application is accurately completed online at www.serviceontario.ca, applicants will be sent an electronic version of their licence within two business days or it’s free.

“The government is committed to a robust and dynamic economy to support our standard of living, which is second to none,” said Phillips. “Businesses in Ontario need to be more efficient to compete on the world stage, and this is our latest effort to help them do that.”

This is the latest example of how the McGuinty government is working to help Ontario businesses grow and prosper. Other initiatives include:

Passing the Securities Transfer Act to create a modern legal framework for the transfer of securities and harmonize Ontario’s laws with the United States. Passing the Consumer Protection and Service Modernization Act to help create a more responsive business environment for Ontario corporations. Launching programs such as BizPal, an online pilot project that helps businesses save several weeks of time applying and waiting for documentation. It is currently offered in conjunction with the Government of Canada, Region of Halton and City of Ottawa, with plans to expand the program across Ontario. This is the fourth money-back service guarantee launched by the McGuinty government. The government previously announced the implementation of 15-business-day service guarantees for birth, marriage, and death certificates.

 Ontario Government Raises Minimum Wage

 TORONTO, Jan. 3 /CNW/ - The Ontario government is raising the minimum wage on February 1, 2007, for the fourth time since taking office, Labour Minister Steve Peters announced today.
"We are providing Ontario's lowest-paid and most vulnerable workers with the fourth increase in the minimum wage in four years," said Peters. "It is to Ontario's economic advantage to see that our workers are paid a fair wage."
The general minimum wage will be raised to $8.00 per hour on February 1, 2007. This is the final increase in a four-year initiative that began February 1, 2004, at which time the government undertook to raise the minimum wage for the first time since 1995. It was phased in over a four-year period to allow Ontario business time to adjust and remain competitive.
Other minimum wage rates will also increase on February 1, 2007. The minimum wage for:
- Students under 18 years old and employed for not more than 28 hours a week during the school year or employed during a school holiday, will rise from $7.25 to $7.50 per hour
- Liquor servers will increase from $6.75 to $6.95 per hour - Hunting and fishing guides currently paid a minimum of $38.75 for less than five consecutive hours in a day and $77.50 for five or more hours in a day (whether or not the hours are consecutive) will also increase to $40.00 and $80.00 respectively.
"The increase is part of the McGuinty government's investment in people," said Peters. "By phasing in the minimum wage increases, we can help these workers benefit from Ontario's economic growth while keeping Ontario businesses competitive."

 Nominations have opened for the 2007 ACE Student Entrepreneur of the Year Competition. The contest celebrates the commitment, determination and achievements of student entrepreneurs. The award is open to full-time students at Canadian universities or colleges who are running their own business. The national winner will receive a $10,000 cash prize. Nominations and self-nominations close Dec. 8. Information is available online at www.acecanada.ca. The competition consists of provincial, regional and national rounds. After an application process, 10 provincial winners will be chosen to represent their province at one of three presentation based regional competitions in Calgary, Halifax and Ottawa. Two representatives from each regional competition will move on to the National Exposition to present their business to a panel of top executives and compete for the title of National ACE Student Entrepreneur of the Year, presented by CIBC. Each provincial winner receives $1,000 and complementary accommodation and travel to the regional contest. Two representatives from each regional event will win a $1,000 cash prize plus accommodations and travel to the National Exposition. The national champion wins $10,000 and will represent Canada at the Global Student Entrepreneur Awards. Eligible contestants must be: a full-time undergraduate and/or graduate student at a Canadian university or college; the founder and primary owner of the company and principally responsible for operations; in business for at least the past six months: and not a past ACE entrepreneur award winner. ACE (Advancing Canadian Entrepreneurship) is a national not-for-profit organization encouraging entrepreneurship among Canadian youth.

 Homemade food sales to fall under new regulations

 New rules for regulating homemade jams, pies and other foods sold at farmers' markets are in the works, Health Minister George Smitherman said Tuesday. Public health inspections at provincial markets made headlines last fall when some eastern Ontario farmers complained that officials were overly aggressive in applying food safety guidelines. Smitherman admitted Tuesday that enforcement across Ontario has not been consistent. Smitherman said new "modernized" rules could be in place as early as this fall. He said his ministry would consult with the province's medical officer of health and Farmers' Markets Ontario. Ontario's 36 public health units have been told to take a more "educational, proactive" approach to food health and safety instead of focusing on strict enforcement, Smitherman told the Toronto Star. "There is a small cross-section of folks out there that are willing to use farmers' markets to sell things like unpasteurized milk," he told the newspaper, noting that some children in Newmarket, Ont., became severely ill after drinking such milk last year. "There are genuine risks that need to be well-managed, but we think it can be done on a more proactive education basis." Premier Dalton McGuinty promised farmers and vendors that his government plans to introduce "reasonable" standards and has no intention of hindering farmers' markets. According to Farmers' Markets Ontario, the popular markets generate about $600 million in annual sales.

 Energize! Event October 27th Provided Fuel A big thanks is extended to everyone who participated at our Oct. 27th event, "Energize! Fuel for the Entrepreneurial Mind". The morning was an overwhelming success, sold out with more than 100 in attendance. Small business is the backbone of Ontario's economy, and a critical component to our province's economic growth. Each year the Ontario government wants to thank and congratulate small business owners for their contributions. There are 340,000 small and medium-sized businesses in Ontario, and 45% of them have fewer than 5 employees. The small businesses make a substantial contribution to the quality of life in this country. Almost 50% of all new jobs in 2004 were created in the small business sector. The NWE will forge new partnerships, reaching women entrepreneurs across Ontario's diverse urban, rural and northern populations, and building on existing federal, provincial and municipal networks.   Energize! Event November 4th Provided Fuel A big thanks is extended to everyone who participated at our Nov. 4th event, “Energize! Fuel for the Entrepreneurial Mind”. The morning was an overwhelming success, sold out with more than 100 in attendance. Small business is the backbone of Ontario's economy. 58% of Ontario enterprises have less than 5 employees, and almost 50% of all new jobs in Ontario are created in the small business sector. Each year the Ontario government wants to thank and congratulate entrepreneurs for these contributions. We thank the Ontario Ministry of Economic Development and Trade (www.gov.on.ca) and the Canada Ontario Business Service Centre (www.cbsc.org/ontario) for sponsoring the morning. Participants had the chance to meet with 4 of 12 experts to ask burning questions.  The Bank of Canada will be offering a free seminar on forgery at the upcoming Small Business Forum.

A timely topic in light of the ever-growing amount of forged money being passed across the country this is a seminar not to be missed.

 Caledon Satellite Office Opens in Bolton

 The SBEC, in partnership with the Caledon Chamber of Commerce, the Town of Caledon and The Ministry of Enterprise, Opportunity and Innovation, has opened a satellite office, The Caledon Business Centre in Bolton.

Located with the Caledon Chamber of Commerce on Highway 50 South, the satellite office provides residents of that community with many of the services available at the main office.
